VON Keynote: The FCC Enters the Year of VoIP (Converge! Network Digest).
“If last year was the year of spectrum, this is the year of VoIP,” said Robert Pepper , Chief of Policy Development at the FCC. In the first three months of this year, the FCC has issued an historic declaratory ruling on VoIP (the Pulver.com petition), initiated a Communications Assistance for Law Enforcement (CALEA) rulemaking proceeding on VoIP, and launched a far-ranging Notice of Proposed Rule Making (NPRM) concerning “Everything over IP” (EoIP).
Two points leapt out from his remarks:

He’s very clear that the current state of VoIP regulation is largely due to legalisms around the definition of “telecommunications service” that exist in the telecom act. He’s also clear that the believes a regulatory framework is required.

He’s pretty definitive that the problems the wireline voice industry are experiencing today are not just due to VoIP. Wireless phones with bundled minutes are as big or a bigger threat than the few hundred thousand VoIP subscribers today.

Windows XP security gets tighter. I’ve been use XP SP 2 for a couple of weeks now. It is, indeed, much more aggressive about security than preceding versions of Windows. However, it also provides much needed tools for managing security as well. Because of that it has made me much more willing to use the security features of Windows.
